TAHOE CITY PUBLIC UTILITY DISTRICT ADMINISTRATIVE FACILITY OFFICE EXPANSION PROJECT INVITATION TO BIDDERS NOTICE IS HEREBY GIVEN that the Tahoe City Public Utility District will receive bids at the Office of the Clerk of the Board at the District Administration Office, P. O. Box 5249, 221 Fairway Drive, Tahoe City, California, 96145, until 11:00 am local time, Tuesday, September 17, 2019 for the above referenced project. At said time and promptly thereafter all bids that have been duly received will be publicly opened and read aloud at said District Administration Office. The work to be performed for this project consists of all labor, material, tools, equipment and incidentals necessary to construct the Administrative Facility Office Expansion, including removing portions of and creating new foundation slab, exterior walls, windows and doors, ductwork, electrical and HVAC connections, interior finishes and all associated items as shown on the construction drawings. This project is a public works project and is subject to compliance monitoring and enforcement by the California Department of Industrial Relations (DIR), in accordance with the State of California Labor Code (Labor Code) Section 1770, et seq. No contractor or subcontractor may be listed on a bid proposal for a public works project and no contractor or subcontractor may be awarded a contract for public works on a public works project unless registered with the DIR pursuant to Labor Code Section 1725.5. The successful Bidder shall not pay less than the prevailing rate of per diem wages as determined by the Director of the DIR. Copies of the prevailing rate of per diem wages are on file with the District's Engineering Department and may also be found on the DIR website at www.dir.ca.gov/dlsr/statistics_research.html. Questions pertaining to predetermined wage rates should be directed to the California Division of Labor Statistics and Research at (415) 703-4280. The successful Bidder shall possess a valid California Class A or B Contractor's license at the time of the bid submittal. Bidder's license shall remain in effect at the time of the bid award and the license shall remain in effect throughout the term of this contract. Attention is directed to Section 3.15 STANDARD PROVISIONS of the Project Specifications regarding required qualifications of the Contractor. The Engineer's Estimate is $51,244. Contract documents for use in preparing bids may be obtained from Atomic Printing, (530) 581-5812 for a fee, or accessed on the District Website at www.tcpud.org/your-district/engineering under Construction Bid Opportunities. Bids must be made on the official Bid Proposal Form furnished with the contract documents. Each bid shall be accompanied by a bid bond consisting of certified check, cashier's check, or satisfactory corporate surety bid bond for not less than ten percent (10%) of the bid amount and made payable to Tahoe City Public Utility District. Each sealed envelope containing a Bid must be plainly marked on the outside as Bid for Tahoe City Public Utility District, (Project Name), and the envelope should bear on the outside, the name, address and contractor's license number of the Bidder. District reserves the right, in its discretion, to accept the lowest responsible bid, to reject any or all bids, to waive any informalities or irregularities in any bid or the bid process, to determine the responsibility of any Bidder, and/or to determine which bid is most advantageous to the District. After the opening of bids, bids may only be withdrawn in strict accordance with the provisions of Public Contract Code section 5100, et seq. Bids must remain valid for a period of 45 days following the bid opening.
