NOTICE OF SOLICITATION TO BID Sealed proposals will be received at the office of the Tahoe-Truckee Sanitation Agency, located at Tahoe-Truckee Sanitation Agency, 13720 Butterfield Drive, Truckee, CA 96161, until 2:00 PM local time on the 23rd day of March, 2018, or such later date as may be set by addendum, and then will be publicly opened and read for the construction of the following public works project: BUILDING 27 MAIN SERVICE UPGRADE PROJECT The proposed work consists of the following: The completed Work will provide Owner with fifteen new retro-fill power circuit breakers in Switchgear 27 with no modifications to the buses needed and includes new network modules and new ethernet cables to new ethernet switches added to existing network panels mounted on Switchgear 27. The Contract Documents for the Project, including the public works construction contract, instructions to bidders, bid forms, and plans and specifications, may be examined at the Agency office, with prior notice to the Agency's representative, located at 13720 Butterfield Drive, Truckee, California 96161. An electronic copy of the contract documents may be obtained upon request free of charge. Alternatively, a printed copy of contract documents may be obtained at the Agency's office upon request and payment of $35. This payment is non-refundable. The Bidder's attention is directed to the Instructions to Bidders for complete instructions regarding submission of a bid. \ The Agency will hold a mandatory pre-bid conference at 9:00 AM on Thursday, March 1, 2018, at the Tahoe-Truckee Sanitation Agency office. A complete shutdown of Building 27 main service will be performed on March 1, 2018 from 9:00 AM to 3:00 PM to allow bidders to open the equipment, take measurements and photographs, and to make any other necessary verifications to allow them to provide an accurate bid. It is suggested that each prospective bidder review the bid documents and project site prior to the pre-bid conference. Each prospective bidder shall be required to attend the pre-bid conference. Bids from any bidder not attending this conference will be rejected as non-responsive. Each Bid must be submitted on the prescribed forms and accompanied by cash, a cashier's check, certified check or bid bond executed on the prescribed form payable to the Agency in an amount not less than 10 percent of the amount bid. The successful bidder will be required to furnish a payment bond and faithful performance bond each in the full amount of the Contract price, and insurance with certificates and endorsements of insurance, as provided in the Contract Documents. The required bonds must be provided only by a surety insurer who is admitted to do business by and in good standing with the California Department of Insurance. Bidders are hereby notified that in accordance with Public Contract Code section 22300, securities may be substituted for any monies that the Agency may withhold pursuant to the terms of this Contract to ensure performance. The successful bidder must possess the following classification or type of contractor's license issued by the Contractors State License Board: Class C10, California. To be qualified to bid on this Project, bidders must be registered and qualified to perform public work with the Department of Industrial Relations pursuant section 1725.5 of the Labor Code. All subcontractors listed in a qualified bidder's bid as performing any portion of the work also must be registered and qualified with the Department of Industrial Relations. The attention of bidders is directed to the requirements and conditions of employment to be observed and prevailing wage rates to be paid to all workers employed under the Contract in accordance with Labor Code sections 1770 and following. Copies of the prevailing rate of per diem wages are on file at the Agency's office, and will be made available to any interested party on request. In accordance with Labor Code section 1771.4(a)(1), this project is subject to compliance monitoring and enforcement by the Department of Industrial Relations. The Agency reserves the right to reject all bids. Any bid not conforming to the intent and purpose of the Contract Documents may be rejected. The Agency may extend the time to award the Contract. The Work shall be performed during the period of September 17, 2018 through October 26, 2018.
