NOTICE OF PUBLIC HEARING NOTICE IS HEREBY GIVEN that the Town Council will hold a public hearing on the date and time indicated below to receive and consider the statements of all persons who wish to be heard relative to this application. MEETING DATE / TIME: Tuesday October 23, 2018 (6:00 PM) MEETING LOCATION: Truckee Town Hall, Council Chambers 10183 Truckee Airport Road, Truckee, California APPLICANT: Town of Truckee PROJECT NAME: 2014-2019 Housing Element Rezone Upper McIver Dairy PROJECT LOCATION: 10161 Levon Avenue (APN 019-460-042-000) PROJECT DESCRIPTION: The Town of Truckee is proposing to rezone one parcel in order to implement 2014-2019 Housing Element Program H1.1.1. The Town had a shortfall of sites to accommodate its 4th cycle Housing Element RHNA. To address this shortfall, the Housing Element requires the creation of a new zoning district, RM-18 (Multi-family residential, a minimum of 16 units per acre and a maximum of 18 units per acre) and rezoning multiple sites to RM-18 to accommodate a minimum of 304 residential units. The Town has already completed rezones for two properties for a total of 245 residential units. The Town is now proposing to rezone Upper McIver Dairy (5.52 acres) to meet the requirements of Program H1.1.1. The State requires compliance with the Housing Element by December 2018. In order to accomplish this rezone, the Town is proposing a General Plan Amendment, Development Code Text Amendment, and a Zoning Map Amendment. No physical development is being proposed at this time. The Planning Commission forwarded a recommendation of approval to the Town Council. ENVIRONMENTAL STATUS: The purpose of the proposed Development Code Text Amendment, Zoning Map Amendment, and General Plan Amendment is to implement the goals and policies of the 2014-2019 Housing Element. The Town Council certified an EIR (SCH #2004032092) for the 2025 General Plan in accordance with the California Environmental Quality Act statue and guidelines on November 16, 2006. An addendum to the certified EIR has been prepared in accordance with CEQA Guidelines sections 15162-15164.
