PUBLIC NOTICE U.S. NAVY ANNOUNCES NOTICE OF AVAILABILITY AND PUBLIC COMMENT PERIOD, ENGINEERING EVALUATION COST ANALYSIS AT INSTALLATION RESTORATION SITE 29 AT NAVAL AIR STATION FALLON, FALLON, NEVADA. This notice is to inform the public that the U.S. Navy, in coordination with state environmental regulatory agencies, is announcing the public availability of the Engineering Evaluation Cost Analysis (EE/CA) for Installation Restoration (IR) Site 29 located at Naval Air Station (NAS) Fallon in Fallon, Nevada. NAS Fallon is located seven miles southeast of the city of Fallon, Nevada in Churchill County. IR Site 29 is approximately 1.53 acres in size, and is located in a flat, unpaved, undeveloped parcel of land in the southwestern portion of NAS Fallon, outside of the installation perimeter fence line, but on Navy land. IR Site 29 is a former asbestos dumping area, including asbestos-containing material (ACM) which may pose a threat to human health and the environment. The EE/CA was developed using information provided in the Preliminary Assessment/Site Inspection (PA/SI) Report (March 2020), including the nature and extent of contamination and a summary of risk. The PA/SI identified ACM to a depth of up to two feet below ground surface in a 0.87-acre area of IR Site 29. In the remainder of IR Site 29, ACM was observed on the surface only. The ACM is potentially friable and could release chrysotile fibers to the soil or air, potentially exposing receptors to ACM. The preferred alternative from the EE/CA process is ACM Removal and Off-Site Disposal (identified as alternative three in the document). The public is invited to review and comment on the EE/CA before a final decision is made on the final response action alternative. PUBLIC COMMENT PERIOD The U.S. Navy welcomes written comments from the community during the public comment period. Comments will be accepted from September 16, 2020 through October 16, 2020.
